Deschutes County Circuit Court Overview

The Deschutes County Circuit Court is part of the Oregon Judicial Department and sits in Oregon's 11th Judicial District. It is the county's general trial court, which means it is the court most people need for felony and misdemeanor cases, civil lawsuits, domestic relations, probate, juvenile matters, and other state trial-court work. The court is not run by the Deschutes County Clerk. Court case records are held through the Circuit Court and its trial court administration structure.

That split matters for record access. Deschutes County Clerk handles county records such as marriage, recording, elections, archives, and certain county public records. The Deschutes County Circuit Court / Trial Court Administrator handles circuit case files. When a person needs divorce, custody, conviction, probate, or civil case records, the county public records page points them back to Circuit Court rather than the county clerk records request path.

The Oregon Judicial Department explains that Oregon's state-funded system includes circuit courts, appellate courts, and the Tax Court. Municipal, justice, tribal, county, and federal courts are outside that state-funded OJD court system, even when they serve people in the same county. Deschutes County court records can therefore live in more than one place, based on the court that received the filing or citation.

Federal cases are searched through PACER and CM/ECF, while Deschutes County Circuit Court cases are searched through OJD and OJCIN access channels.

Deschutes County Circuit Court Locations

The main Circuit Court building is the downtown Bend courthouse. OJD lists the courthouse as the place where courtrooms and the jury assembly room are located, where new cases may be filed, and where visitors pass through security screening. The court page also identifies a juvenile facility on NW Britta Street. Those addresses are useful for hearings, filing, public terminal searches, copy questions, and ADA planning.

The county's courthouse expansion page states that a 50,933-square-foot addition and remodel are tied to two additional judges appointed in 2022, better public access, more secure transport, and updated court space. OJD posted that the new front doors opened on April 27, 2026, with new transaction windows, staff offices, meeting rooms, and courtrooms.

Circuit Court vs Local Courts

Deschutes County Circuit Court is the main state trial court. Justice Court and Bend Municipal Court are separate local venues, and federal court is a separate system altogether. A person who searches the wrong court may miss a case, find only a payment screen, or call an office that has no authority over the citation. The issuing document, citation, notice, or case number usually tells which court owns the record.

Note: Oregon's primary county trial court is Circuit Court, so visible Deschutes County copy should avoid calling it District Court.

Deschutes County Case Flow

Case movement depends on the case type. A criminal case may start with arrest, citation, or a charging decision by the Deschutes County District Attorney, then move through arraignment, motions, plea, trial, disposition, and sentencing. A civil case starts with a complaint or petition, then goes through service, answer, motions, hearings, judgment, and possible appeal. Probate and family cases have their own forms and hearing paths, but the register of actions still records filings, hearing dates, notices, orders, judgments, and later events.

OJD says the register of actions is the event log for each court case. It is not the same as a document packet. A free online result may show events and dates, while copies of pleadings, judgments, audio, transcripts, and certified documents may require OJCIN, a public access terminal, or a direct records request.

Search Deschutes County Circuit Records

Oregon's records and calendar search is the first access channel for basic public case information and court calendars. The statewide page links to circuit and tax record search, circuit and tax court calendars, appellate record search, and appellate calendars. It also warns that some records and calendars are not available because of federal law, state law, or court policy.

For fuller state-court registers, OJCIN Online provides subscription access to OECI and ACMS. OECI covers all 36 Oregon circuit courts and the Tax Court, while ACMS covers appellate records. The login requires a User ID and password. Local access is still important because OJD says each circuit court has a public access terminal for most cases, and the court counter may help with case information and copy routing without giving legal advice.

Deschutes County Circuit Case Types

Circuit Court case records may include civil actions, small claims routed to state court, landlord-tenant matters, criminal felonies and misdemeanors, family law cases, probate, guardianship, conservatorship, juvenile cases, and some traffic or violation matters assigned to state court. Case type affects both the search path and the public access rules. Adoption, juvenile, mental health, and Violence Against Women Act matters may be restricted from free online service.

Register of Actions

The official event log showing filings, hearings, notices, judgments, reminders, dispositions, and other case events.

Docket

A schedule or event list for a court or a case, often used to check hearing dates and recent activity.

Disposition

The outcome of a case or charge, such as judgment, dismissal, plea result, conviction, or other final action.

Certified copy

A court copy with certification that may be required for legal or official use.

Federal Courts for Deschutes County

Federal cases from Deschutes County do not appear as state circuit cases. The U.S. District Court for the District of Oregon handles federal trial matters in Oregon, and the U.S. Bankruptcy Court for the District of Oregon handles bankruptcy cases. Federal records are searched through PACER and CM/ECF, with some free docket or opinion access through public legal databases where available.

The bankruptcy court has offices in Portland and Eugene, and the research file notes that attorneys, trustees, and high-volume creditors generally must file electronically. Public Document Upload may be available for self-represented parties. These federal channels are relevant when a Deschutes County name search does not appear in OJD because the case is federal, bankruptcy, habeas, Social Security, federal civil, or federal criminal.

Visit Deschutes County Circuit Court

Visitors to the downtown Bend courthouse should plan for court security, public counter time, and construction-related changes tied to the 2024 to 2026 expansion and remodel. OJD lists courthouse hours as 8am to 5pm Monday through Friday. The courthouse page also lists ADA contact Tamara Weber at 541-317-4772. The expansion adds a more accessible entrance and an expanded security checkpoint, so older building directions may be stale.
